Would I be able to pay a scripter to give me a 1 to 1 tutoring session on the OSBot API and IntelliJ, helping me learn how to create my own scripts. I would like to reiterate that I am not paying them to make me a private script, but learn how to make my own. 

Yep, no reason someone can't teach you.

There is no rule for it, I'm sure someone would tutor.

I don't see why it wouldnt be, you can make your own private scripts, just not get scripts to make them for you. You're buying lessons so i think you're fine

I wouldn't see an issue with it either, since I believe we allow LoL coaching, etc.

I have no problem with this whatsoever, in fact i would encourage this to be more of a thing.

 

More scripters = more competition = more need to stand out = higher quality scripts.

How much do you know about java? I don't think many people are willing to coach you through the entire learning phases of java. The api is one thing, but to teach the basics of java would be annoying.

sounds pretty cool if i actually knew how to work a computer id be very interested....but again id like to see more scripters with diff scripts and quality is always nice too

Not necessarily, a wider variety of scripts would lead to gaining more market share from other communities.
