What worked for me when I had this was change the resolution and then change it back.

User isn't planning on refunding and has been banned. Sorry for your loss.

Judging from that I'd say he's flat out refusing to refund, instead of being unable to. I've banned the user because he also refuses to refund @Quagmire in a different dispute going against him.

I'll await what the reasoning behind his cancellation of the service was.
