I think their billing issue email is still working. I got an account unbanned once by talking to Mod Rian (I think) through there.

Not that I know of. Login to the Runescape website and check what your ban was for in account management.

100 Post count is the minimum requirement to selling accounts, once you get this the account section will open up to you. You can achieve 100 posts by contributing to the community, however if you spam your post count will be reset to 0.
