I'm not sure if having inconsistent mouse speeds would be advantageous. It might just be me, but I feel as though my mouse speed when I play is pretty standard with little variation. Going through periods of high mouse speed followed by periods of slow mouse speed might just seem peculiar, which could in turn flag your account. I could be totally wrong, who knows.

I don't see why they wouldn't be allowed. I think it's just a bit of a niche product to make. Doubt a scripter would want to invest time for production and maintenance for a script only used by a few.
