You purchased the VPS, he set it up completely for you in return. I don't see why you're filing a scam report on him because he won't help you set up proxies that weren't sold by him? The user has the right to deny a refund due to nothing being wrong with the product he provided.

That dispute has nothing to do with an improper VPS.
