Umm someone who trains for strength HAS to have their muscles undergo hypertrophy to grow, as does everyone, so "someone who trains for strength rather than hypertrophy" is a completely invalid statement that makes no sense.
You're take on the word "strong" could mean thousands of different things anyway. You could argue that someone who can do 50 pull ups is stronger than someone who can do 10 even if the individual doing 10 can power clean 315 while the 50 pull ups person maxes out at 225.
