if your ip flagged and you have another person playing rs in your home can they get banned as well?

I changed my IP today after getting my IP flagged and the other accounts that were untouched yesterday got banned today. Jagex uses CPUID, IP address, and payment method to detect goldfarmers.

Sadly, Yes. If another account is set-up in your IP adress, and they catch you botting they believe the other account is yours and they'll ban. This is because jagex are morons :)

To prevent it, try asking your IPS for them to change your IP or watch bunch of youtube videos of instructions on how to change IP's.

No. Unless they have botted recently/still botting.

I'm playing on a flagged IP on my main account and haven't been banned. Logged on with a 'bot' (not bot client or botting at the time) but the account got banned within 5 minutes.
