Actually, I don't think I was super at the time, so I lacked the tools, and only had requested someone to IP ban the user.

Sadly, it is him. IP from the Skype profile matched with his forum IP at one point. Looking further into it, Meow's IP matched an account that had posted a phishing link, which was probably my fault, since I might not have checked the IP completely to see if any matched with the phishing account.

The user has been IP banned, along with his other accounts. I'm sorry for your lose.
Please try your best to get into contact with one another. If needed, set up a certain time of day that would work for the both of you to be on & work this out.
It's been banned, so technically same thing as disabled. :p
