The CPU is fine, but I would say 4GB of RAM is on the low end. You would like 8GB minimum on a modern system. Also the geforce gt610 is kinda low.

I would assume, I don't bot, so don't put me up on it. But I know that a VPN such as IPVanish gives you access to many IP's in many countries. You can always see the IP you're connecting with, and change it in 1-click. (to a new random one)

Use a quality VPN, that way you'll have access to 10.000+ IP's.

Only US Paypals connected to an US bank will be US verified, Standard verified, is just as good. It does not make an impact on your security.
