It's been 24 hours and the user hasn't logged in since May 18th. I'm going to go ahead and ban him for now, and if he wishes to come back he will have to address this. Thank you.

Not necessarily. As long as you make sure and inform the buyer that you are not the original owner and will most likely not be able to recover the account if locked, than you should be fine. It would be fine as the user was aware of the risks yet continued to purchase the account.

The user has been IP banned as he has logged in, acknowledged the dispute, and still refused to comply. I'm very sorry for your loss. Dispute closed.
