I've looked at the evidence and it seems you've added the wrong skype. Do you have a private message from him on OSBot confirming you two where actually talking?

Don't worry! He usually takes a while to get back to people and is always quite busy. I wouldn't go as far as filing a dispute against the member, just try your best to get in contact with him, whether it is over skype or OSBot. Hopefully he gets back to you soon, but just keep calm (If this does however carry on for too long a dispute would be applicable.)

I've read through the thread thoroughly and he was not selling a private script, but simply taking donations. He doesn't have to update the script and has not scammed you whatsoever. Dispute Closed.

Violent must provide evidence of MM'ing a trade and providing a service for him as it does seem the feedback is indeed fake due to only one feedback being given for MM'ing a trade between two players.
