Buying those supplies does not mean he uses them all. Were they all gone? Since he never asked you if he could buy the archers ring he'll have to reimburse you for the loss you made on that. Also, he refunded you the order before so technically the order was cancelled and restarted when the rescheduling was done and he has 24 hours from then to complete it according to his TOS.
