Its meant to increase the number of reports so that actual bots are caught less. Honestly reporting other players would be a great anti-ban if it was used by a lot of scripts, it would likely make the report button useless.

I implemented this before in one of my scripts as kind of interacting with players and anti-ban (experimenting), but it only reports players who are suspected to be a bot under specific conditions.
