I'm writing a power-miner. 

Assuming it will only stick to a single rock what would be better?

a) Have it stay on the same exact spot when it interacts with the rock (won't move positions for 27 rocks till inv is full).

b) Move the mouse every 2-5 rocks a little bit without leaving the rock tile.

Depends on what you're mining because there's quite a few variables, are you talking like power mining iron ore or something with a bit longer respawn timer? I'd probably say B overall but maybe if you're going to stick with option A make a shift click drop option where you can set how many you drop? Might help to keep it anti-ban. GL!

the "mouse movement" is completely useless as well. A friend does interactions with teleporting mouse and it's the exact same in terms of ban rate.

I mean't a friend as in a friend of mine not the one who makes youtube videos. Also there was even a guy selling a dmm thieving script which included this style of click as "anti-ban"
