With rep and feedback, accounts are relatively easy to sell regardless of the build and attributes of the account.

Then obviously with considerably no rep or feedback you're going to have trouble finding a buyer. Simple.

Yes people buy accounts but no one would buy an account off you because you are not known. 

I myself have sold like 9 different accounts on here

I bought mine a 118 cmb 1600 total main for a good price. Person wasn't super trusted but everything has been going fine. Worst case scenario I lose it all rip $200 but still got hours of fun from it.

Kind of stressful though to play on an account that can get fked at any time, would drive me nuts.

That's why you only buy from trusted or make the account and pay for services. 

I just sell nowadays really. Or I make my own then have it leveled for me then pay after. 

I see a lot of disputes of people recovering accounts. I would not buy an account, just pay for services on your own account.

It depends if they acc build is nice and you have good feedbacks. I bought two accs from here they weren't much trusted and had normals feedbacks with no ranks and both got recovered after spending a month playing.
