They will lower your resources by a good amount, but low resource mode will be even lower than those 2 Well Low CPU mode does just that, targets lowering CPU. Low Resource targets lowering RAM and to some extent CPU because it disables all painters. It simply removes extra buttons and interfaces from ever loading.
