Depends what he leaked, if it was sensitive information then no because he's a snake, can't be trusted, and broke the rules. If it was harmless information, who cares let him back.

Id say no. Staff chats should be private, otherwise why its called "private".

I don't know the guy but if you are going to unban him I suggest he starts over from a regular player and makes his way back up to  a mod because I bet there are others waiting to be in that spot, that are working their asses off for it.
