most likely theyre verifying your payment , probably you didnt have cash on your paypal and they deduct it from your bank account later on , but this takes time. if you have balance already on your paypal it should work instantly since there is already money available.

i don't think it's the code like @BravoTaco said , might be your testing for too many hours.
