The user has logged in today and refused to address the scam report. He has been IP banned. If he ever wishes to be brought back in to the community he will first have to refund you. I'm sorry for your loss.

This bothers me. You claim your proxies are private, meaning that they shouldn't be flagged regardless or given to another user. Did you inform @Ricky that the proxy may be flagged? Did you inform him that they are private and should have absolutely no issues?
