The list of users who are verified and have not scammed outnumbers your little list by a long shot. Okay...? Scams are going to occur regardless of what restriction you place on them. What makes you think that they won't scam after 200 feedback? Although feedback may portray a number of successful trades, it does nothing to prevent a user from scamming at any time.

Would love to get a signature and avatar, can pay a few dollars. Don't really care if its animated, I've never really had a sig on this website and I never really got into them much. This is most likely due to the memory leak within the client, which causes massive amounts of CPU usage. Unfortunately as of right now there's nothing we can do about this until hopefully OSBot 2 (which even then may still require a lot of CPU). I apologize for the inconvenience.
