What needs to be done first is getting the account recovered. , can you tweet @Jagexsupport asking them to help you recover the account as it appears to be hijacked? They will give you information as to whether the account is with the original owner / different user than before.

Sounds like the only thing you would use this for is some sort of contest. Even then, what's wrong with a simple number generator? There's very few contests now-a-days anyways...
