In Europe most creditcard transactions are PIN protected. For example PayPal. Nothing, you can buy virtual items then dispute it was never received. Which you will always win. But this is called chargeback fraud.

If I make a refund for virtual items not received through my bank I always get my money back. (when paying with mastercard or visa) Same if my card gets stolen.
