Yes, i would report it encase he does it to someone else. if he recovered the account and tried to unban for himself, that is still considered scamming.

Running stealth now still going strong 2nd account almost 82.

Fishing, hunter, agility. Few other ones just testing out stealth, i got to say im impressed with it so far. Never seen such gains from it since jagex broken.
