I don't really participate in anything on here anymore as I work a lot. But I just tried to bid on an account in the accounts section, and discovered I can't post or create topics in that section. I can post just fine in other sections, just not there. The only reason in rules, unless I overlooked something, is because of TWC which I do not have. What happened?

That is one of the ugliest IDE I have ever seen. Learn enough about BlueJ to provide your explanations, but do your work elsewhere in an environment you prefer. If it really is a requirement you can't get around then make the most of it. I expect the reason they have everyone using the same IDE is so the answers and tests can be applied to the entire classroom. You don't have people using Eclipse, IntelliJ, BlueJ, etc when the professor wants a specific answer or tells you to go somewhere specific inside the program. It looks horrible though, sorry.

Just to expand on what HeyImJamie said. Only teleporting after you're under attack might be too late and hopping afterwards is impossible. You can iterate through the players that are loaded and check if their combat level can attack you(Example: Your combat level is 30, they're 45 and you're in 10 wilderness it won't hop or teleport. If they're 37, you would hop.). If you don't want to do that, an easier way to do it would be to check the size of local players and if it's greater than 2 it will hop(It counts your player). This will hop no matter what though, whether they can attack you or not. Then check for active tasks. P.S I would also recommend checking for teleblock with onMessage so that you don't have the bot spamming the teleport. And isUnderAttack so it's not trying to hop worlds.

The start up cost for a forum similar to OSBots is significant. OSBot uses IPBoard(AKA Invision Community) to run their forums which is not free. They have a demo to test it out if you wish. There plans and pricing are here. And it's not cheap(They offer hosting which I don't recommend.) Setting it up with MyBB or similar free PHP based forums are simple but time consuming as there are roles, graphics, templates, and initial posts to consider. From someone who is new to the field without many references $20/hr is a conservative estimate. A professional web designer can get quite expensive. My recommendation is get a hosting provider such as GoDaddy with cPanel behind it. Get them to install MyBB for you on a subdomain like forums.example.com so you can have a front facing website with information at the base domain that directs to the forums, store, etc. And learn the PHPBB back end on your own. Find a freelancer on a website like Fiverr to do your graphics and perhaps even setup your landing page(Do your research, a lot of them just use their own templates for each customer they get so they can produce low quality content much quicker). Then market the website. Once those forums are a success it's not hard to migrate to a fancier paid board such as IPBoard or PlushForums.
