    People definitely buy level 3s because its a pain to make a ton of them but I'm not exactly well versed in the prices of them. As for the quests being done I think people might be interested but it would depend on the quests and I don't imagine that it would add too much value but I could be very wrong. Hopefully someone else would be better suited to answer your question but don't forget you need 100 posts to sell accounts.
