970 is still good, 16gb ram is good (DDR3) I had the same processor as you, and i upgraded to a Ryzen 1600 and saw major improvement

youd want to use HTTP/HTTPS (which i think his are interchangeable)

who is your proxy provider? feel free to pm it to me if you dont want to give it out publicly.

your proxy username/password or IP authenticated? Are you sure its Socks5? Are you sure it's Ipv4 not Ipv6?
