There is no way to distinguish rule followers & phishing attempts if neither of them have a rank. Ever since the limit was added, we've had no issues with phishing attempts via PM, so we'll be keeping it that way.

Exactly :p Some of the money goes towards the server, which has a size limit I'm assuming, so if you don't give any funds, you don't get to take up the extra space That's just what I'm assuming is the reason behind the limit.

PM's take up unneeded space. If you don't pay, you don't get the convenience of having a big PM box.
