usually yes. You probably don't get locked on your home IP because the creation IP of the account is the same IP that's botting the account.

I have a ~63 mage and attack pure, with 1 pray, 1 def, ~37 str.
As everyone else said, focus on your own/original account. Everyone defines trust differently. IMO, if the previous account owner doesn't have previous account sales and/or a decent reputation and account history then it would be a risky account purchase.
