I think its a bit more thorough then that in terms of how quickly you want them levelled .e.g. killing chickens or chinning etc...

1. cost less (in-case of ban) 2. graphics don't mean much and it has not much less gameplay (GTA 4 comparison) 3. only for modding (Play GTA 5 MP legitimately or play a few game modes that aren't on console)

personally I'd get an older version of GTA if you'd like to mod.
