Depends by what you mean sensitive. If you mean emotional, then I would disagree. Most of the laws governing nations are based upon moral principals which are nothing more but a general morality of how things should be. You don't need a high education to know murdering people should be illegal and so forth. Not to mention just being part of the nation that is governed under to principals of democracy automatically guarantees you a voice, not to be quelled by someones opinions of their intellect and what privileges it brings.
