I've had multiple accounts that were fine botting for months and were not banned and immediately after I made a comment on this forum my account was banned the next day. Buy an ardougne teleport from GE and use it, if it lets you teleport, then Plague City has been completed, if it doesn't, the reward has not been claimed and you need to do that first.
