I've had multiple accounts that were fine botting for months and were not banned and immediately after I made a comment on this forum my account was banned the next day. Expand Buy an ardougne teleport from GE and use it, if it lets you teleport, then Plague City has been completed, if it doesn't, the reward has not been claimed and you need to do that first. The script automatically claims the reward at the end of the quest, but if you did Plague City manually or stopped the script early, I believe there is a scroll in your bank that you have to read to unlock the teleport.
