Here where I live, almost every male, some females also do have guns. But still, no one is shooting each other. If there is a problem, most likely just nevermind it. Last time someone shot another person that I know, was the hunting accident 11-years ago, where a drunken hunter accidentally shot his buddy.

 

In average, Finnish police fires a gun around 6 times A YEAR in whole country (including ALL officers, not just one).

 

No one seriously does not want to shoot each other here. Maybe it's something wrong with murica? who knows?
