Odd Request, but when buying an account how can I make it secure that it cant ber recovered!

i believe they can disable that somehow 

You cant make it secure. Your safest bet is buying from people you think are trustworthy and have alot of feedback, especially when buying good accounts.

only way they can do that is if they have access to your email, if you are using gmail u can use an authenticator for gmail so they cannot access gmail without having access to your phone aswell

i have authenticator on my email and my account

 

To disable authenticator on my rs account u need my email.

 

To disable authenticator on my email u need my phone.

 

+ need passwords for both.

Seems logical to me

for an account like this, this is what i would do. 

 

make him give you all the information to recover it, if you try to send one of those ticket things to jagex it asks for the information, creation date, what internet service provider (they're more i just don't know them). make him give you all of those, then recover the account. If it works, you know he gave you the actual information and you can buy it.

Right that is a recovery test and it is the only way i would throw 111m on an account is if it passed that.

He's not getting original email from the account he's buying meaning it could get recovered any way and any time.
