I believe it could be really useful especially when someone is involved in a dispute and they need to get the attention of the accused/witnesses etc or just in general this could be useful.

I am not sure if they have the rights to modify the forum since it's owned by IP.

Can be found on websites that release nulled version of the forum script. It's not recommended to use since your license forum can get suspended.
