It looks like RuneScape has updated Great Kourend travel via boat. Veos is no longer the NPC that takes people there on this account. It could be after a quest is completed.

EDIT: gonna take a while as I need to find the exact config where the change between veos and herbert is made.

If you're in need of the quest config, as well as the ID Value while herbert is met during that quest, I can try to obtain that Information for you.

 

Hey - @Patrick, Zack reached out and asked me to run through the quest until cabin boy herbert appears. This is what I've got for configs right now.

Awesome, however I'm gonna need the config before and after he appears, so I know exactly which bit in the binary to check for. But this is a great start already!
