I understand the point you're making. What I'm trying to say is that I think it's in a way hypocrital to refuse immigrants into a country that was build by immigrants. Would you say the genocide of the American Indian people was 'legal'? Or would you say it is ethically correct that you now have locked away the left over of those people in reservations? It wasn't governed in the way Western people would like to see it, but that doesn't make it non-governed.
