As you can see below, the New Topics box is at the bottom of the mobile website (at least for iOS) below the users logged in today and online in the last hour, and would like to suggest it to be moved to the top, similar to the official forum web page.

I dont think thats possible due to how IPB handles these blocks.

it is in IPB 4

did not used to be but new version is easier to change layouts

Can't seem to find a link on that index page (on mobile) to go to forums either but I might be blind. Either way it's not an easy find button.

They should Hire a developer to design a fresh 2018 Progressive Web application for mobile

It'd take only a month and could have an amazing feel /Use for the forum.

As said above, I don't think its possible, as it isn't a mobile theme. It is the animate theme that is being used for mobile. Now if you know a way pm me.

On ipb4 most skins have a manage blocks tab visible to admins in the actual forums on the left hand side

I could be wrong due to it being a animate skin but  most allow you to drag the widgets around to change their order, as seem below.

I know how it works, hence its ordered on the right side on the actual theme, but on MOBILE. You can't change it.
