I've put @Arcus in TWC for the remainder of the dispute, we can't let this dispute keep dragging on forever without even a single response.

 

Edit: Seems like it's being resolved via PM with the user.

    Sorry for delayed reply, I have offered Chris a full refund including his services, levels on the account and he has agreed with these terms VIA pm, Arcus is going to try and recover until then I will refund Chris tonight

    think this is out of my hands now its down to arcus to solve this  as it seems, the new owner is not happy with my refund amount, and i cannot recover the account
