I don't know the guy but if you are going to unban him I suggest he starts over from a regular player and makes his way back up to  a mod because I bet there are others waiting to be in that spot, that are working their asses off for it.

He is Banned, and wouldn't get his rank back, ever. This is just to allow him back as a normal member.

Has he been asking to come back? If he has then he obviously regrets his decisions, but at one point he obviously didnt give a shit and probably won't again.

Nope, others have done less worse things and are still banned. It would become favoritism, so he should stay banned
