I think you should be fine if you're botting on only one account, atleast you won't get your main banned. but yeah, you should always use clean proxy when botting

How can you NOT know your account name/earlier names?

Jagex will tell the login email if you provide enough information, like jag questions, password, names etc..

What about they just lower the time from 1 hour to 30 minutes? That wouldn't hurt anybody?

Use a proxy/vpn/vps to get a fresh ip, don't bot 24/7 use breaks, and don't bot anything with high ban rate
