The problem is the different country. I heard that one was sold for over 2k just because of the mod status however, it lost mod after a few days due to the IP change and he did not manage to get it back. * I heard this story, can't remember where and I don't know if it is true!

One question: Didn't you get problems like a letter from a lawyer due to not paying the negative balance on your other PP account? I wonder this because I paid once 200$ due to a chargeback scam from someone as I was afraid to get in law problems if I ignore the negative balance ?
