What does offence expiry mean for Runescape? Because I got banned for 2 days, and my offence expiry is 2 years,,,, does that mean they will remove the ''ban'' offence from the account management in 2 years?

You can visit a HTML-5 on every smartphone thesedays. From now on people can play Runescape with their tablets I guess, but that won't be handy atm.
