Probably not much you need that for but I'm guessing he got them by doing low level shit and never getting caught, like flax spinning for example. There's probably some things you can do with crafting involved to make monies, idk

Yup, lol. But I think he means he has them unlocked but there's no way to check if they are unlocked or not (I think) unless you actually have the required level.
