I need to be able to run 1 VPN client and 1 Osbot client with 1 bot running. What are the minimum spec requirements for the VPS such as RAM and CPU. The VPS I'm looking at offers the CPU as "Xeon Core" and you can go from 1-8 cores.

Stop putting 2 accounts on 1 IP. Few weeks back I was training 2 accounts on 1 IP to get 85 mining for 2 rune bots, both banned at like 82 mining. Was training 2 GDKs on 1 IP one of them got banned. I've been running the one that lived on it's own IP for a week now nothing bad. It's different than what it use to be. When I started goldfarming back in November 2013 me and my friend ran all our accounts on our home IPs. It just doesn't work like that anymore. Run 1 account per IP and I bet you'll see a huge difference.

First thing I ever started gold farming was rune ore. Me and my friend each ran 4 accounts each on our home IPs. We ran 24/7 and it was a couple of months before the first bans. Things have changed since Jagex's new bot update a month ago, things aren't the same anymore. I don't bot rune anymore either. Was good money while it lasted.
