Juggles and I have given you the answer to your question. Just completely remove the notion out of your mind that it is the IP causing your bans and you'll have a better chance at figuring something out.

They don't "flag" and ban your account for simply logging into their game and hopping through worlds. Unless of course you mean you're creating new runescape account through your proxy, doing tutorial island and they're getting locked, then that's a whole different story. But if you're taking any ol' account regardless of their account history and logging in and are getting banned within a few seconds from just hopping around worlds like you're saying, I'm sorry but I'm gonna have to say that that statement is false.
