Unless of course you mean you're creating new runescape account through your proxy, doing tutorial island and they're getting locked, then that's a whole different story. But if you're taking any ol' account regardless of their account history and logging in and are getting banned within a few seconds from just hopping around worlds like you're saying, I'm sorry but I'm gonna have to say that that statement is false.
