The IPs that came from the 'imposters' Skype matched the user @Jeff's IP on the forums. He has been IP banned from the forums. Dispute Closed.

I'm finding it kind of strange how the private messages on Runescape differ in the pictures of the trade where you are supposed to be refunding the user. I am going to wait on the OP to confirm that he has been refunded just as a safety precaution. Thank you.
