As night said, there isn’t a certain standard to be met or not regarding TWC. It all comes down to whether the staff team collectively agree that said user is a threat or not (after the disputes have been cleared up). They also depend on the type of reason as to why said member is TWC. Blatantly attempting to scam someone will mean TWC for at least a few months until said member can prove to the staff team that he has turned a corner and is now a rule-abiding member.
