Account are always recoverable., Jagex will perform a ip check on the account. When the seller appeals for recovery jagex can see from what IP the appeal comes from. If the IP matches the IP of the place where the account was made he will win the account 100%, even if he gave you all correct details of the account. The safest way would be to create a fresh level 3 account under your IP and let someone level the stats.
